PHPIO: KEEPING LIFE SIMPLE PHPIO has made Canadian Home Inspection History. On October 6,2009, PHPIO became the first and only Canadian Home Inspection organization to be professionally evaluated and officially recognized as being 'reasonably aligned' to CAN-P-9 standards for certifying bodies. This is important to you the home inspector as you now have the option to belong to the only fully recognized Canadian organization. CAN-P-9 is the Canadian version of ISO standards, which are global guidelines for excellence, fairness, and transparency in certifying entities. Certifying bodies need to have their requirements, governance, policies, etc. compared to some accepted standard before they can be considered to be credible, rigorous and defensible. In Canada, that accepted standard is CAN-P-9.
Full compliance or alignment is difficult and very expensive to achieve. It involves having the Standards Council of Canada perform an 'audit' on all facets of the organization. This would be ideal, except that costs for this process range around $200,000. It is therefore common for alternative, but comprehensive and rigorous evaluations to be done by professional Certified Management Consultants, who have been trained to do this. They of course are not CAN-P-9 auditors, so they have no authority to proclaim anyone as being fully CAN-P-9 compliant. When they say a body is 'reasonably aligned' they are going as far as they legally can without saying something for which they are not qualified. Nonetheless, the criteria used are the same, and a positive outcome is fairly elusive. In fact, several other Canadian home inspection organizations have previously been evaluated but fell short of the high level required. This makes life simpler for the home inspector. You become a recognized inspector by joining PHPIO and following the NCA guidelines www.nca-anc.com including the test inspection with peer review. You stay an inspector by regular upgrades and renewal test inspections............ no more head scratching about what counts and what doesn't. PHPIO has achieved this validation by rigorously adhering to the NCA standards.
